Voici la liste des commissaires européens 2024 - 2029 - à confirmer par le Parlement européen - ainsi que leurs lettres de mission (voir en lien Europa) ainsi qu'en lien un exemple le chapeau commun de chaque lettre, avec des portefeuilles et des missions assez remaniées pour miser apparemment sur une plus grande souplesse transverse. On remarquera le portefeuille le plus large à l'Espagne, un grand portefeuille industriel laissé à la France, la politique migratoire confiée à l'Autriche qui inquiète la Bulgarie et la Roumanie, un poste élevé pour le droite dur italienne et une commissaire à la méditerranée. Digital and frontier technologies : 

  • overseeing our path towards reaching Europe's 2030 Digital Decade targets, which will include reviewing the implementation strategy and digital targets in 2026 
  • leading work on boosting Artificial Intelligence innovation, working with Member States, industry and civil society to develop an Apply AI Strategy (to boost new industrial uses of AI and improve delivery of public services) and helping to set up a European AI Research Council
  • developing an EU Cloud and AI Development Act and a single EU-wide cloud policy to boost high performance computing and quantum. When it comes to quantum, she is also responsible for developing a long-term EU Quantum Chips plan
  • working on a new Digital Networks Act to help boost secure high-speed broadband, both fixed and wireless
  • ensuring the Commission takes rapid and effective enforcement actions under the Digital Services Act and the Digital Markets Act whenever necessary
  • deploying digital public infrastructure, notably by making the most of the EU wallet

Kaja Kallas (Estonie)

Portfolio: High Representative for Foreign Affairs and Security Policy and Vice-President of the European Commission, coordinate the Commission’s presence in the Foreign

  • strengthening Europe’s security and defence, by helping to ensure that Europe stands with Ukraine for as long as it takes, and coordinating the work to build a true European Defence Union

The European Pillar of Social Rights : Roxana Mînzatu is in charge of the social rights and jobs, skills and education portfolio. She will ensure our social market economy supports the transformation of our industries and societies, and the completion of the Single market, delivering quality jobs, more equality and lifting more people out of poverty.

Cohesion and reforms : Raffaele Fitto is the Executive Vice-President for Cohesion and Reforms. His task is to ensure that the EU continues to support reforms and investments that directly contribute to strengthening European growth.
  • leading the work to deliver on the agreed reforms and investments set out in Member States’ Recovery and Resilience Plans
  • working with colleagues to ensure the full implementation of NextGenerationEU while working in dialogue with stakeholders and regional and local authorities
  • making European regional economies and societies more sustainable, resilient and better prepared for future challenges
  • guiding the work to strengthen the competitiveness, resilience and sustainability of the food and farming sector
  • guiding the work on sustainable mobility and tourism 
  • helping to ensure that the EU’s fisheries sector and wider blue economy becomes more resilient, sustainable and competitive
Cohesion policy, regional development and cities : 
  •  designing a strengthened, modernised cohesion and growth policy, working in partnership with national, regional and local authorities
  • supporting community needs and tackling regional disparities so that all citizens have an effective right to stay in the place they call home
  • ensuring that specific challenges facing people in regions are addressed 
  • ensuring EU cohesion policy is implemented effectively through the European Regional Development Fund and the Cohesion Fund, as well as supporting the implementation of the Just Transition Fund
  • putting forward an ambitious policy agenda for cities, looking at issues such as housing, climate action, digitalisation, mobility, social inclusion and equality

Trade and economic security : Maroš Šefčovič is the Commissioner for Trade and Economic Security. His task is to design and implement a free and fair trade policy that enables Europe to reach its competitiveness, security and sustainability goals. He is also tasked with working on an effective and modern customs system that can help to protect citizens and support a level playing field for businesses.
  • continuing Europe’s leadership role in rules-based trade, notably through a reformed and strengthened World Trade Organisation
  • concluding ongoing trade negotiations, notably with countries in Latin America and the Indo-Pacific
  • leading the work on Clean Trade and Investment Partnerships to bolster EU competitiveness, diversify supply chains and boost the economies of our partners
  • managing and deepening the EU’s trade partnerships around the world, including with the United Kingdom, United States, China, India, Africa, Latin America and the Caribbean
  • ensuring that EU businesses compete on fair terms on an international level playing field, including by using our trade and defence instruments
  • finalising and implementing the Customs Reform package and setting up a new EU Customs Authority
  • leading the work on an economic security doctrine outlining the strategic use of our economic strategy tools in the EU, which includes new standards for key supply chains to protect our economy
  • implementing the European Economic Security Strategy, including foreign direct investments, better cooperation on export controls and risks linked to certain outbound investments
  • protecting critical technologies and working on the effective design and implementation of trade sanctions
Interinstitutional relations and transparency : 
  • leading the Commission’s work on the revision of the Framework Agreement and strengthen dialogue between the Commission and the European Parliament 
  • leading the work to strengthen the Commission’s relations with the Council and representing the Commission at the General Affairs Council
  • working with other EU institutions to develop common minimum standards for ethical conduct
  • coordinating the review of the Interinstitutional Agreement on the Transparency Register

Economy and Productivity : As Commissioner for Economy and Productivity, Valdis Dombrovskis’s task is to ensure better policy coordination between the EU and Member States in order to support our common goals.
  • making sure that fiscal rules under the Stability and Growth Pact are implemented consistently across the Member States
  • leading the work to continue the implementation of NextGenerationEU and the Recovery and Resilience Facility
  • ensuring that the European Semester supports Europe’s competitiveness, sustainability and social fairness
  • developing a new tool to turn EU competitiveness goals into coordinated national policies
  • enhancing the role of European Investment Fund to increase financing for European companies
  • working on a digital euro and strengthening the international role of the euro
 
Implementation and Simplification :  His task is to reduce the administrative and reporting burden for both people and companies, and ensure EU rules are implemented and enforced better. 
  •  Leading the work of the Commission to review EU law and develop proposals to eliminate overlaps and contradictions 
  • putting in place a new consultation approach to identify the hurdles that stakeholders face when implementing EU rules
  • working to reduce the administrative and reporting burden, in dialogue with all stakeholders and EU institutions

  • leading the work on the New Pact for the Mediterranean to address shared challenges and invest in a common future, building partnerships focused on investment, economic stability, jobs, energy, transport, security, migration, and other areas of mutual interest
  • setting up a Trans-Mediterranean Energy and Clean Tech Cooperation Initiative to increase renewable energy trading and boost clean tech manufacturing in the region
  • working with partners in the region to operationalise the external aspects of migration policy, such as border controls and fighting smugglers, in respect of human rights, as well as work more closely on security, fighting organised crime and terrorism

Climate, Net Zero and Clean Growth : As Commissioner for Climate, Net Zero and Clean Growth, Wopke Hoekstra’s task is to ensure that the EU delivers on its climate commitments in a way that is fair, enables economic growth, and supports industry. He is also tasked with strengthening our climate diplomacy through working with partners across the world.
  • overseeing and supporting the implementation of the climate and energy framework for 2030
  • making a proposal to enshrine the 90% emission-reduction target for 2040 in the European Climate Law
  • preparing a climate policy framework for beyond 2030
  • contributing to the development of the Clean Industrial Deal and the Industrial Decarbonisation Accelerator Act

  • protecting the European fisheries chain from unfair global competition, and ensuring stability of access to neighbouring waters
  • developing strategies for EU fisheries cooperation with the rest of the world by pursuing Europe’s zero-tolerance approach to illegal, unreported and unregulated fishing and working on a new Sustainable Fisheries Partnership Agreements

Oceans : 

  • presenting a new European Oceans Pact that will ensure coherence across all policy areas linked to the oceans
  • strengthening the EU’s approach to maritime spatial planning to help optimise the different uses of the sea, keeping in mind ocean health
  • developing an EU Ocean Research and Innovation Strategy, including exploring the feasibility of European blue carbon reserves
  • leading efforts to ratify and implement the Treaty on Biodiversity Beyond National Jurisdiction
  • ensuring that Europe leads the way on international ocean governance

Maria Luís Albuquerque (Portugal) - 

Portfolio: Commissioner for Financial Services and the Savings and Investments Union - The Directorate-General for Financial Stability, Financial Services and Capital Markets Union -  under the guidance of the Executive-Vice President for Prosperity and Industrial Strategy.

  • developing a European Savings and Investments Union, including banking and capital markets, to help leverage the enormous wealth of private savings in support of the EU’s wider objectives
  • designing saving and investment products at EU level to tackle the fragmentation of capital markets
  • reviewing the regulatory framework to ensure that European companies and start-ups can finance their expansion here in Europe
  • working on risk-absorbing measures to crowd in private funding from commercial banks, investors and venture capital
  • implementing the sustainable finance framework, and working at international level to ensure the EU remains a global leader
